Liz,
If that article that Les posted is true and there are 7 million illegal Mexicans in California then I'd say California is already ceded because their progeny will be US citizens if they are born in California. Just simple birth rate and math will bear that out. In say 20 years this will become a reality.

Here's some more thoughtful ideas:

From the article <"They might as well make the 80 to Reno a one-way highway.">. Here is where you impose the exit fee, say 100% assets plus note for future payments. With the 'right' kind of TL I am sure they will be more than happy to pay.

Quote: "Political commentator Arianna Huffington, running as an independent, criticized the Bustamante proposal for going easy on two political heavyweights -- the Indian gaming industry and the correctional officers' union."
Yep, need to tax gambling and impose big prisoner fees. We need to make Indians and Prisoners part of the solution and embrace them into the userfee taxbase.

Quote: <"Davis spokeswoman Hilary McLean said that Bustamante presented "some thoughtful ideas," ">
I think it was very precient of Davis to hire a spokesperson named Hilary, shows some empathy with the coming 'new' fed administration.

<It relies on raising $500 million by cracking down on Medi-Cal fraud, and saving $2 billion by forcing employers to either provide health-care coverage or pay into a pot to subsidize government-run health insurance.>
This is an excellent idea as it provides jobs for lawyers. However, I think it would make more sense to piss into the pot. I totally agree with the "forcing employers" part, "Feel the Force". This is part of the 'Tough Love" campaign.

<"cannot support a policy that throws young children out of their classrooms ">
What about older children? Isn't this age discrimination? Or has it been 'decided' that the old folks are the problem, so age discrimination no longer applies?

AT the top of that WebPage it says "sacbee.com" and the first two words are: Recall -- Bustamante.

Now isn't that a bit premature?

Texas has about half the proportion of foreign-born residents and similarly half the number of illegals. This may be due to the lure of California's agriculture industry and the proximity of the factories in Northern Mexico to Texas. On the California site for education, it showed a high proportion (25% ?) who required training for English language skills in the public schools.
