There are ties, mostly the enemy of our enemy types of ties. It is not all one happy band of terrorists nor is it organized as one effort or allegiance, but there are some cross overs. However, I think you are trying way harder to tie the Presidents comments to something that doesn't exist than anything.

"Yeah, Saddam is a madman. But most of the mass killing occurred when the US indicated it would support the rebels after Iraq War I, then left them to be slaughtered by Saddam. This under Bush Sr."
