Since I won't bet actually money on an internet discussion board with someone I've never met in person, why don't we make a "gentlemans wager". I bet that at the end of Bush's 1st term (and at the end of his second if he has one) spending on the EPA (both real and nominal) and the total amount of active EPA regulations will both be greater then they where in any year under Clinton or any previous president.

I am not a gentleman but aside from that problem, he has already made some significant changes to environmental laws. The pushes he's making on logging and drilling are substantive. He's opening up areas that have been protected for decades and most of those areas are in the West and not the East or the South. So we feel the impact a lot more than you all.
