Unemployment claims can drop even as unemployment rises, because the former figure counts the number of workers filing for state unemployment benefits in the most recent period. That is, it is a measure of how fast unemployment is increasing, rather than whether it is increasing or decreasing.

Sort of like a decrease in acceleration still meaning you are going faster than before...
