You've been around government long enough to know that underlying policy is important in interpreting laws and regulations.

Yes, it is, but not on an immediate or every-day basis. The regulatory history sits on the top shelf of a dusty bookcase to be referenced when you come upon a sticky question. It doesn't get engraved on the walls for all to see. If a person is observing the speed limit and driving safely, do you really care about why? We pull that background out on Thanksgiving and the Fourth of July as a loving touchstone, we don't wade around in it.
