War industries and supply lines are accepted as legitimate military targets. Hospitals and certain facilities in the rear generally are not. The bombing of cities is controversial. If there is a legitimate military intent, such as the degradation of command and control, and a reasonable effort to limit collateral damage, there is no problem. Wholesale bombing is a problem. During the Second World War, it was decided that the Axis could not be allowed to use such tactics with impunity, and therefore the Allies developed their own program of "strategic bombing", that is, terror bombing. However, it was and remains controversial, and is not a preferred tactic.
