Are you under the impression that the French people living today are the same people who established a colonial empire some centuries ago? So they built a colonial empire because..... ? French Living Today Built No Colonial Empire. It Was Their Ancestors. So, I hope you understand, that France of some centuries ago was a colonial empire is no rational basis to call today's France "after running the world". Portuguese and the Spanish colonized half the world. Yet that is not a basis for saying Portugal and Spain of today want to rule the world. Same should apply to the French, if you look at the issue objectively.
