Certainly Moore was in one sense partially responsible for "the trouble," because if he hadn't put the stone there, there would have been no trouble over it.

I don't know how many times I have to say this. I think I won't say it any more because I am growing weary. The responsibility I'm talking about is that of dismissing the opposition to the point where it went to the courts. I definitely fault the proponents of all this religious symbolism for their lack of decency towards those who question its appropriateness. I always attribute some fault to those in a power position who turn a cold shoulder minorities because they have a chance to make a good faith effort to obviate what follows and choose not to take it.
