10:18 ET Loop Capital breaks down FCC final phone competition rules
In a "short" 576 page document, the FCC released the hotly debated final telecom rules that are almost certain to be challenged. Loop Capital says there were no big shocks, but that ruling provides better telecom visibility (CapX budgets can still be hammered out based on this new info). Firm says Covad (COVD 3.50 +0.30) pops the champagne corks on line splitting and will continue to JV with UNE players. Lastly, RBOCs get a safe harbor against future line sharing of high speed fiber optics. Firm believes that this definitive rule, albeit challenged, could be the motivation to move fiber to the home off the drawing table and into future practice.
