Al, Iraq is a nation deeply divided along tribal, religious, political and cultural lines. That's what I mean.

So is America, but no one is claiming that Americans aren't capable of a democracy. (Well, no one except Dems who whine about Indecision 2000 and the CA recall.)

Culture is fluid. People can learn to live together if they are guaranteed security and opportunity. Only dictators (and those who coddle up to them) perpetuate the myth that any people group isn't ready for a democracy, for that is the very logic that excuses totalitarian atrocities.
