Thats not the way I understand it. My understanding is MANY plants want to make some modern updating but the old rule says IF you do ANYTHING other then daily maintenance you HAVE to raise your plant totally to the new EPA standards. Thus, these plants have gotten more and more behind as the Utility doesnt have the MONEY to totally revamp their plant. This new rule would allow a utility to UPGRADE and MODERNIZE up to I believe its 20% and still not have to TOTALLY revamp. Besides making the plant more efficient, its believed the new equipment DOES improve the air pollution equipment, just not totally as would be required if one were to build a totally new plant. jdn
