I'm sure Arnold knows what politics is, but what he doesn't get is California politics. The issue is a state with a proposition system, that is also broke.

I remember a senator from montana or somewhere a few years ago (who co-authored the concord coalition reports on entitlements) who was outgoing. A famous guy if I can just remember his name. Anyway he was on his way out and he overtly talked about the ignorance of the voters. He said that no matter how you crunched the numbers, entitlements needed means testing to survive given the demographic trends, the voters refused to "get it", they kep insisting that you could make up for the gross deficits by cutting "waste". Thats what we have here. Arnold is going to get a taste of it soon.

Where are we going to come up with these billions, get real. Half of the revenues to the state are earmarked for education by law. That leaves "discretionary spending". LOL.
