The left still denies simple economic reality -- e.g. if a new law is enacted, forcing homeowners to replace less fuel efficient but functional boilers with new ones costing $4,000.00 at their next $100.00 annual tune-up, people will tend to get fewer tune-ups, burn more fuel at lower efficiency, and cause more pollution.

If, however, people are encouraged to get tune-ups and to make affordable repairs and upgrades to less expensive parts of their system to make them more efficient, more will.

Yes I believe several utilities did forego repairs and improvements that would have reduced pollution by up to 90% but that still fell short by a few percent. The only way to comply was complete replacement. So no upgrade was performed. Net result, pollution continued and an affordable major reduction in pollution by upgrade was not allowed.
