LOS ANGELES — Arnold Schwarzenegger's (search) campaign is close to settling on a debate strategy that will seek two debates with the first one occurring no earlier than mid-September, top Schwarzenegger aides told Fox News.





Rep. David Dreier (search), the campaign's chief debate negotiator, said that the campaign is looking to debate later in September to give the candidate time to broaden his appeal.

"Arnold Schwarzenegger will debate, he's eager to debate and he's looking forward to debates as a way to spread his message," Dreier said. "We're working through things now, discussing options and proposals."

Dreier emphasized that no final decisions have been made. He will discuss the final approach to all debates with Schwarzenegger and other top advisers this week.

The California Broadcasters Association (search) has proposed a 90-minute debate on September 17 at California State University, Sacramento. The association describes the format as "conversational, give and take."

The Schwarzenegger campaign has not committed to the debate.

The debate strategy is also leaning strongly toward a format where only the top candidates participate. Dreier said the standard the campaign is currently evaluating is to try limit participation to those candidates "who have a very serious chance of becoming governor."

That standard might exclude candidates such as Peter Camejo (search), the Green Party nominee, Arianna Huffington (search), an independent, Peter Ueberroth (search), a Republican running as an independent, and Republican state Sen. Tom McClintock (search). All have been running in single digits in statewide polls.

Dreier declined to discuss how the evolving Schwarzenegger debate qualification standard might affect individual candidates.

The Schwarzenegger camp's approach to Democratic Gov. Gray Davis (search) is also evolving. Some advisers have suggested offering one-on-one debates with Davis. No decisions have been reached.

Dreier also said the Schwarzenegger strategy must also fit with what other campaigns and debate sponsors are seeking.
