hdl, agree. But who should do that. Are you of the opinion that the US go it alone or should they work with the world community to build "near consensus". By world community I do not mean countries like Latvia, Gabon, Seychelles etc. Rather with countries like France, Russia, China, Japan, India, Germany, Egypt etc.
