Well, to whom else would he look ..... Annan is as aware as the rest of us that Iraq is now ruled from the back rooms of Washington ..... you can't present this as authorisation of legitimacy, it is merely recognition of fait accompli, facts on the ground ... the UN has been in Iraq for many years, by the way, i believe continuously since 1991 or so, the Canal Hotel was just their most recent headquarters .... and in any case, nothing here excuses departure from universal and time-honoured principles of correct spelling
