It can not be present in a JPG.
I presume what happened is clicking on a picture executes some code (java script) that runs on your computer and gives you the virus. The picture itself is harmless. That is my belief but lets see if someone disputes that.

I'm sure it was a site with self-extracting jpeg or mpeg archives (you can ZIP files into such an executable). High risk behavior downloading that carp. Not aware of ANY java scripts that can hose you, but plenty of visual basic scripts can (.vbs files).
