Pragmatism doesn't seem to be part of the picture. We have 1.4 million troops. If 300,000 of them are administrative jobs, that means more than 1 in 5 have nothing more to do than administer the other 4. Why not streamline the administrative process to 1 in 20, which would put another 240,000 troops in the field, or reduce the head count enough to save tax payers around $5 billion a year?
