To insult one, is to have offended them with a gross indignity. The person who is offended has every right to take issue with the action and label it an offense. If they have properly understood the action, it makes no difference what was intended by the act, the recipient is insulted.

Society or miss manners may also label the act insulting even if the recipient didn't have bad feelings about it. Which means, it could be an offense to society.

As with "joking," the harm is in the eyes of the beholders (the one or the many) not the person who delivers.
