Well, if that nation is already aiding terrorists - like Iraq was. And if, that nation has used WMDs many times before to kill people - like Iraq has. And if, that nation offered (at least one) terrorist organizations a bounty for killing Americans - like Iraq has. And if, the price on containing that country is another 9-11 - as the cost of containing Iraq was. Then, I suppose one shouldn't be surprised that the United States launches a pre-emptive strike.

At least, in his State of the Union Address, the President did seem to have different methods for handling the situations regarding North Korea, Iran, and Iraq. And yes, the President said, that the United States should not, and would, not wait till Iraq became an imminent threat.
