You probably wouldn't like my reaction to it--I can only repeat again and again that people ill equipped to raise children ought to exercise some self-restraint in the birthing department. I would be beside myself with guilt if I knowingly produced a child who didn't have a chance.

As for your two concerns, I'm not sure I understand. If you mean government regulation of parenting approaches across the board, I can appreciate what you're saying. If you mean it literally, though, it seems to me than any expert be it an experienced parent or a government bureaucrat knows more about parenting that a lot of actual parents.

Regarding castes, kids at the extreme bottom are stuck in a caste now and probably always will be. Only a very few can overcome their bad start. I don't see any way to avoid that that isn't draconian and unacceptable in a free society.
