Sounds like a plan but the tarbaby has a much stronger hold than that. It's not politically possible largely because there is no face saving language for it and the Bush administration doesn't see it as enough of a crisis. But it would, also, not be wise. They've created a failed state, the very site most acknowledged to be a home for Al Q. They will have to do something about that. The only reasonable way they can is the UN mandate, at least if the security council insists on it.
