Well, with NATO anyway. The war against Serbia Clark commanded was not a UN authorized war. And regarding the US share fo the military burden there, I'm guessing 95% might not be a bad estimate.

You mean he would rather place the security of the USA in the hands of Syria, Libya and et al at the UN?

The UN is a complete farce a pitiful charade. Just ask Saddam he knows as well as all of our enemies. I am sure they are quite amused at the farce called the UN.

REsponsibility for 75% of the troops, 85% of the bills and 25% of the decisions is an even worse strategy.
