Don't take it personally....Obviously, there is lots of qualified talent here, including the very best. The problem is the once massive gap between the talent here and the talent there is closing, which makes it economically feasible (and even necessary from the standpoint of CEO's and shareholders) for jobs to move elsewhere, where they'll accept dirt for pay. That's the problem. Adequacy is not sufficient....mastery and an ENORMOUS gap in talent of mid-level engineers and programmers is essential. You don't get there by lowering standards anywhere along the line in the educational process.
