Kevin, Re: Because, the impression that the government created is that Hatfill did it, and that it was just a matter of collecting more evidence against him. Else they would never have leaked his name. There is another more likely possibility, IMO. Hatfill could well be being used as a red herring by government agents who want to hide the identity of the real perps, while giving the media, any gumshoes not in on the game and the more inquisitive members of the public something to chew on as the real bad boys go on their merry way.
