I guess the 15% doesn't apply to BEFORE Milosevic was defeaed, that is, during the war itself. There was a plan! Remember, even before Milosevic was defeated we had NATO, a coalition of substance. Are you saying Mission NOT Accomplished as proclaimed on the Lincoln by the Flight Suited Bush? Regime is changed, Wmds are non-existent and the President keeps telling us the Iraqi people are free. We saved them. Qualitatively and quantitatively the comparisons show the Iraqi Invasion and Occupation to be poorly planned, executed, supported, presented and funded.
