yes, that's possible. note that Al Qaeda actually claimed responsibility for the US - Canada black-out, boasting that it cost them a 'mere $7,000'. subsequent information on how EASY it actually is to hack into these systems and take control substantiates the suspicion that this claim may have been more than just an empty boast. also, a recent intelligence community assessment that claims that 'Al Quaeda's capabilities in cyber war-fare have been grossly underestimated until now' further bolsters the suspicions.
that said, it is still true that the West's energy infrastructure is way overdue a comprehensive overhaul , and that in addition to that, energy supplies can't keep up with burgeoning demand. actually, supplies have now been shrinking for the third year in a row.
some of this is due to the malinvestment orgy set in motion by the Fed's money printing - demands on resources are made that can't be fulfilled. another reason is that oil production globally has probably entered the 'terminal decline' phase due to depletion outpacing new capacities coming on stream.
