The creators of the SAT test give assurances the difficulty of the test remains unchanged.

I tend to believe this as they make extensive use of re-testing of control groups for each change in they make in the test questions. They operate in a fishbowl of many thousands of people watching them and reviewing their statistical analysis.

The communication skills of American high school students has clearly declined over time while their math skills have remained relatively constant. This is the understanding of the meaning of words and the comprehension of written passages.

I think this trend began with the "Reader's Digest" which was the first national publication designed to be written at the Sixth Grade level of comprehension - a magazine for morons. They are now at the Ninth Grade level. This editing style has subsequently been copied by many national publications.
