Germany Says no Troops to Iraq, Security is Coalition's Job

Helsinki - Germany does not intend to send troops to Iraq, the Foreign Minister Joschka Fischer said on Sunday, adding that it was up to the US-led coalition to maintain order in the country.

"We were for a central role for the United Nations (in Iraq). Unfortunately it was decided that the responsibility would remain in the hands of the coalition, and we are not part of the coalition," Fischer said.

"The coalition is responsible for security on the ground," he added, following a sauna session and talks with his Finnish counterpart, Erkki Tuomioja.

Since a devastating attack on the UN headquarters in Baghdad on Tuesday, some voices in Germany, especially within the opposition Christian Democrats, have been calling for the country to agree to send troops to Iraq in response to an appeal from Washington.

Tuomioja said that Finland's position was similar to that of Germany: "If there were to be a question raised by the UN to send troops under the command of the UN, then we would consider particpating. This is not the case."
