Take this quote from John Bingham indicating that the 14th amendment was intended to overrule Barron v. Baltimore and apply the first 8 amendments to the states

If that is what the 14th amendment was meant to do he should have just had the amendment directly say that. Something like "The first 8 amendments to the constitution shall also apply to acts of the state legislatures." (If he just wants to extend "Congress shall make no law", to the equivalent body in each state or "The first 8 amendments to the constitution shall also apply to governments of each state and to the executive and judicial branches of the federal government", if he wanted the limits to apply to all government in the US. (Local governments are creations of the state not a separate of government that is recognized and protected or given power by, the constitution).
