I'd say the outages are not connected to the pings, but maybe your cable co is having problems due to SoBig. It seems to be very widespread and causing lots of problems. If I was in your situation I would be calling them a couple times a day to ask for updates, troubleshooting etc. Persistance often wins the day. It is important, IMO, to remain calm and patient so as to elicit real help. If anything has helped me to mature in the area of patience, it has been internet connectivity issues. <GGG>

RE: DSL. You might give your telco a call just for fun and ask them if you qualify for DSL. The CO may be closer to you than you think. It isn't necessarily a big building. And small isn't necessarily bad. If they are smart they may do a better job than bigger telcos. The technology is pretty simple.
