The Administration and Congress are looking forward here to our economic future.. Many Congressmen can do that as they are reasonably assured of re-election.
. They will have to do the job regardless at times, of Public opinion and polls.
For example if terrorists hit a nuclear plant the public would scream - protect us at all costs. Shut them down, without pondering the cost of replacing the lost energy.
If the terrorists start using missiles against commercial airliners, it may require onboard missile defence systems for which the Israels pay $1mm per plane. An even with those, the travel industry would wilt.
And if oil goes to $50 per bbl as a result of a continued failure of the iraq supply, the cost to the US would be an added $400mm per day.
.With these events happening to trigger a depression, more Trillions in market cap would be lost and tax income to the government would be lost.
. Our system depends upon the flow of money betwen citizens and countries, if that can be maintained , then
the surplus or deficit is rather immaterial, and explains why jobs are so important
Military expenditures are not a complete loss, the money goes to wages, to companies producing goods who employ people and pay taxes and also the workers pay taxes. And employ baby sitters and support restaurants.

In summary, the cost of success in Iraq, and the value of eliminating terrorism cannot be computed.
But those 530 congressmen ( the ones not up for re-election) are going to provide whatever funds are needed to do the job. They all remember they were sitting on ground zero with an airplane headed straight for their desks on 911.
Some of the public will not be happy, will have to find happiness on their own with a guaranteed right to do that.
