One behaves well because of an instilled sense of wanting to be a certain sort of person, admiring and seeking to behave in accordance with certain values, having contempt for and seeking to avoid others..

One also behaves well if there is a credible (to the person) threat of serious punishment for disobedience. A child, for example, will obey a parent's order not to touch the appealing things in the glass shop if they know that a severe paddling will accompany disobedience. A prison inmate will behave and obey a prison guard if they know that a credible and unpleasant consequence will follow disobedience. And a believer in a real and physical hell where the disobedient will be tormented in fire for all eternity will behave if they believe that disobedience will inevitably subject them to that punishment.

There are other reasons for behaving well, of course. But that's certainly one. And for those who believe in a literal Hell, it's a pretty powerful one.
