Pardon me, but is that not the reason we have elections every 4 years ?

As you know, four years for Presidents, two for Congress Critters, six for Senators.

At any rate, as you suggest, the turnover is often enough.

The Democrats still haven't gotten over the 2000 Presidential election, so I expect 2004 to be a bruiser. Dean is already doing quite well as a fund raiser. Oy, vey, it's gonna be a tough year or so until the next election.
