What methods do we have to "upgrade" that are unavailable to the Indian government.

None. But we have much greater resources (money) available to implement them. India has a greater desire (need), however, because its very survival is at stake, hence it is winning.

What "higher productivity jobs" are going begging for labor with "greater training"?

Jobs designing the "seemless integration of the virtual and the real" for example.

American[s] will fill jobs that can't be exported?

What jobs are those?

I oppose protectionism and quotas, but an "alarm" should sound that more and more Americans will be employed at jobs that don't provide health care or retirement benefits and the society must step in to provide, at least, minimum safety net .

Hear, hear. You should have placed your name on the ballot for Governor of California.
