no new hirings BUT existing employees put in more overtime . Also the productivity improved a lot with the computerized applications in all businesses. Look at your groceries store, you now can check out yourself so a few jobs cut is there...they need ONLY ONE person to monitor FOUR customers doing self-check out simultanously.
