And that point is irrelevant. I didn't challenge it and even if it is accepted as 100% true it doesn't change the facts as I have laid them out.

The amount spent on anti-terrorism outside of Iraq continues to grow.

Spending and budget authority are too different things. The government spends money continuously and the rate it spends it on any given thing can change from month to month or hour to hour.
