First, preemptive in your sentence is a false attribution that has been beaten to death here with numerous irrefdutable facts, so I won't try to sway your faulty POV on it. However, I think President Bush provided a clear, concise answer regarding the dangers of continuing the 12+ years of SH's ignoring 18 UN resolutions given this new world post 9/11.
