I really find it disingenuous that the Administration is being blamed for:

1. Not spending enough money and not contributing enough troops in Iraq

2. Spending too much money and putting too many troops in harms way

Which is it? We're "failing utterly" because the lights aren't on in Baghdad, but increase Bechtel's contract to get the work done, and it's evidence of malfeasance.
