I agree, it is certainly a primary justification for it, althogh it is surely not the usual one.

It is only recently that some of the world has come to recognize the essential equality of persons. As for the rest...war smoulers and rages while injustice and misery devastate the hopes of those who strive for a humanity denied them for reasons of race, teligion, or circumstance.

In a world where all creatures must compete for finite resources it is, of course, natural that deceptiveness assist the myriad alliances which are formed. Thus do we honour the Founding Fathers for being cunning and deceptive--even though treasonous. As well we find something praiseworthy in he who killed the "King's" deer--as well as in his subsequent denial to those whom would punish him.

The fact that people believe their lie is morally justified by their value goal is no guarantee that it meets objective standards of merit; however, most of us are able to appreciate the principle that both lies and truth may be "good".

For most of us who value intimacy, dependability, constancy, and honesty in friends and family, it behooves us to cultivate such relationship through openness and honesty. However, beyond family and friends, relationship becomes less intimate and transparent. The rights and/or the welfare of many millions of peoples are suppresed by Governments and other social and political entities. It is normal and commonplace for much of the world (incuding our moral and political leaders) to lie and deceive. Whether such serves a base or a noble purpose is, of course, specific to the circumstances of the case.
