Not really. An operation like this has layers of claims/counterclaims to pull out as needed. If you're in control of the Executive Branch, you simply shrug, let the cacaphony build on all sides, and do what you want. Since the EB now can suppress any official document, they are immune from prosecution or adverse legislation. They can, literally, do anything they want. They are untouchable.
