The original Patriot Act I established, in enacted law and passed in a rush by Congress, all the essentials of the full surveillance state as a pre-cursor to the full-scale internal police state. The Victory Act, introduced on June 27, will apparently be introduced as full-scale legislation in Congress by Senator Orrin Hatch (R-Utah) in September. His so-called Victory Act (Vital Interdiction of Criminal Terrorist Organizations Act) will complete the construction of the American Police State. The American Constitution will then become a past echo.

In terms of legal fact, the "Victory Act" will amalgamate the earlier (but not passed into legislation) Patriot II Act, which was courageously leaked by an unknown hero/heroine inside the Justice Department, with the war on terror and the wars against narcotics and against money laundering. In that sense, it combines into a triple play by bringing all these "wars" together into one omnibus piece of legislation.

The earlier in draft only version Patriot II Act empowered the federal government to conduct secret arrests, to collect DNA samples from anyone suspected of terrorism, and allowed the government to take away an American's citizenship. The June 27 draft of the Victory Act contains similar provisions.
