There will be equipment and materials that need to be imported, but the thing to do is to motivate iraquis to get the place back running by themselves, to all extent that is possible .... some expertise will have to come in from other countries, and of course it always has, the whole world works that way in an industrial age, no place is sufficient unto itself .... but as Jacob points out, iraquis were operating their oil production just fine until this last March, doing extremely well considering how much was being skimmed off by their dictator

Control must be devolved to locals very very soon .... you can't have some poor slob from the US running basic services like electricity or roads and the like, when he doesn't even speak the language, and doesn't want to be there ..... he could be the brightest guy in the world, but he'll be seen as one of Them, and anybody who collaborates with him will run the risk of reprisal ..... plus, he'll cost you as a US taxpayer a lot more
