They already have one safe haven, along the Pakistan-Afghan border. Now, they will rally all the nationalist forces under the flag of militant Islam, and create another base of operations along the Iraq-Iran border. One of the cardinal rules of guerrilla war, is that the anti-guerrilla forces cannot win, if they allow the guerrillas any Safe Havens, any "Base Areas" where the guerrillas are untouchable.
