The part where their civilization was in the ascendancy and non Arab.....Mesopotamia, the fertile crescent, Sumeria, Babylonia and Assyria. Their leaders were dictators but they were independent of foreign powers. Naturally, their boundaries were not the same as modern Iraq.

They were not Arabs. Baghdad did not exist or if it did it was a minor town or village and probably had another name. The borders where not the same as present day Iraq. They did not speak the same language or have the same religious beliefs. How are these ancient empires in any way connected to Iraq? They are about as much Iraq as the Iroquois Confederation was the United States of America.
