The following link contains background info that can help put this news in perspective, including a chart of Iraqi oil production levels (including internal versus export levels) since 1980. It may have been cited here earlier, I don't know.

I also noted the following on this page : Russia, which is owed billions of dollars by Iraq for past arms deliveries, has a strong interest in Iraqi oil development.

Interesting to know just what those debt dollars are supposedly for. (Massive amounts are earmarked to repay Kuwait and other costs Hussein incurred in past adventures...) It's not like all those billions are for UN supplied food used to feed starving Iraqis in the past.
