He might lose control of the oil either way, but better to declare victory in the midst of defeat than to face the music as the scope of this disaster becomes more clear for all to see. He can keep control over the oil through the contracting process if he can strike a deal with the UN or with a puppet government. Either way, he will have to face the fact that the country is unable to secure oil distribution for the time being -- he can't protect the pipelines.
