The Dulles doctrine(domino effect) was the public basis for the US participation in Viet Nam. Not cleaning up a "mess" left by the French. The domino effect did not occur.
Potential China Sea oil fields may well have been the hidden agenda.

France exercised its right to disagree. Something that is generally accepted in a democratic society.

"They also made the decision to hold elections in 1956 to unite the country under one single government."

Which were never held. South Viet Nam would have lost such an election.

The French-Indochina war ended in 1954 with the Geneva Conference.
The US pulled out of Viet Nam in 1973 after a cease fire agreement. The war was never declared over.
