The U.S. patient would get a script from a cdn doctor.This is done regularly in towns near the u.s. border(St-Jean,Montreal,Sherbrooke,Kingston,Windsor,Sarnia etc..). A u.s. congressman from vermont ( Bernie Sanders)is one of the most vocal leaders against the huge difference in price of u.s. meds versus canadian drug prices.Many seniors groups in the u.s. organize bus trips for this purpose.Once a u.s. resident would get a script from a doctor in canada, they could then order from a net pharmacy.
For those who have gastro-intestinal problems, Pennsaid is a very valuable option.

I have been email corresponding with an American, a couple of months back. I asked him almost the same question you did. Subsequently, he researched and received the following reply from a person at an online pharma:

Yes a doctor in the US can write a prescription and we will ship Pennsaid to you. FDA allows medication not available in the US to be sent for personal use. You should not have any problems receiving Pennsaid. Thank you

I have not personally verify the accuracy of this statement, yet. Because of this I naval gazed a few days before responding to your message. Perhaps another villager can research and verify.

When you setup your SI profile to receive private internet "email", I can provide you with the source. Of course I want to get permission first to share the rest.

On another note, I also spoke with a pharmacist who knows people owning the large online pharma in town. This conversation took place around end of May. I also asked a similar question. I got two replies but can only remember one clearly. One, there are Canadian doctors working (or licensed to work??) in the US who have aligned themselves with Canadian online pharmas to get around some of the rules. Of couse there are ethics difficulties with this type of arrangemenets. But I can visualize such an arrangement, it may be safe to say there exist the probability there are doctors who are in it for the money. <g>
