The problem was created by the French and exacerbated by the US. Had the US kept out of the conflict then the traditional Vietnamese animosity towards China might have been the dominant political force in the area. Had the US supported the North(unthinkable at the time) then who knows what may have happened. It's possible that the USSR would never have gotten a foothold there. The US backed the wrong horses(France and South Viet Nam).
